What is this program about?

The Quebec Entrepreneur program allows qualified business owners and managers the opportunity to obtain permanent residency in Canada, provided they can effectively start or acquire a business in Quebec.

Interested entrepreneurs can apply under two streams:

Stream One focuses on new businesses or start-ups based in Quebec with the support of a business incubator, accelerator or university in the province.

Stream Two focuses on businesses owned and operated by an owner.

What are the qualifying requirements?

For both streams, there are a series of qualifying requirements that applicants need to meet.

Stream One requirements include:

Obtaining a passing score of 41 in the points test on various factors such as education, age, experience, language proficiency in English or French and family members currently residing in Quebec;
Having the Canadian equivalent of at least a secondary school general diploma;
Submitting a contract to the Quebec government to prove financial self-sufficiency;
Providing a service offer from an enterprise incubator, accelerator or university entrepreneurship center;
Submitting and demonstrating a successful evaluation of the business project.

Stream Two requirements include:

Obtaining a passing score of 81 in the points test on factors such as education, age, experience, language proficiency in English or French and family members currently residing in Quebec;
Having the Canadian equivalent of at least a secondary school general diploma;
Submitting a contract to the Quebec government to prove financial self-sufficiency;
Providing a start-up deposit of CAD 300,000 for a business in – or CAD 200,000 for a business outside of – Montreal;
Actively controlling – either alone or with your common-law partner – at least 25 per cent of the equity of the enterprise you create, or at least 51 per cent of the capital you acquire;
Having a minimum net worth of CAD 900,000.
